Restricting 4th doses (2nd boosters) to people 60 and older in Ontario makes no longer sense. The vaccines are safe for anyone 18 and over, approved in Quebec and in the United States and elsewhere for all adults.  We still have plenty of supply left- let's lower the age of eligibility soon before we get slammed in the fall.
